It has been six weeks since Shadowhawk took a savage beating from the Savage Dragon but he returns to the streets because a new vigilante has taken a modified version of his name and begun a series of racially slanted killings. Instead of finding Hawk's Shadow, however, Shadowhawk has a confrontation with Vendetta's team of Regulators.

I hate the rain. I've always hated rain.
Shadowhawk tracks down and battles the violent vigilante whom he inspired. When Hawk's Shadow begins to spout racial slurs, Shadowhawk finally takes off his mask and reveals himself to be Paul Johnstone, an African American man. The police call in a bounty hunter to take down Shadowhawk.
