Nails (villain, introduction)
Nails and his pal set up the Blonde Phantom during a charity benefit by making a little girl tell the audience that the Blonde Phantom wants to make kids into crooks so she can catch them when they grow up. The (incredibly gullible and shallow) audience demands the Blonde Phantom be punished. Instead, she rescues the little girl's brother from the crooks (which is how they coerced her into cooperating) and clears her name.

Captain America is an omniscient narrator of the story, only appearing (bizarrely) with the violinist during a visit to a "famous psychiatrist." Cap's presence is irrelevant to the storyline.
