Ross Palmer, sponsor of the annual boat race to Viking’s Cove, tells reporter Betty Dean that this year's prize money is $1,000,000. Later, Betty gets a frantic phone call from Alphonso Green, a yachtsman. She sends Namor and Namora to help Green but the Viking gets to him first, silencing him before slipping away. The Viking and his men appear again on race day, attempting to prevent any boat from reaching Viking’s Cove. This time the aquatic duo stop him and Namor removes the Viking's mask to reveal Ross Palmer, who had lost his fortune and couldn't afford to pay the prize money.

A tremendous explosion sinks a freighter in New York Harbor, attracting the notice of Namor and Namora. Namor speaks with Peter Oliver, the owner of the ship, while Namora eavesdrops on conversations in the vicinity of the wreck. They compare notes at Betty Dean's apartment and soon find themselves in conflict with “Tinfish,” an American Nazi who escaped Germany with his “Little Fish” – one-man submarine/torpedos – and a plan to destroy his brother’s business, kill him and collect the insurance money – a plan foiled by the Sub-Mariners.
