Superboy; Pete Brant; Tom Dawson
Pete Brant, the school bully wants to become school mayor, and cheats to sabotage the campaign of Tom Dawson, the favorite to win. Pete plants fireworks in a hayride, but Superboy turns it into a skywriting slogan. Pete challenges Tom to a fight, but Superboy disguises himself and bruises Pete's hand. Finally Pete throws a ballot box in the furnace, but Superboy microscopically reads the ashes for the results. When Tom wins, he chooses Pete to be his vice-mayor, and Pete is thrilled and promises to reform.

The masked man flees into the subway, where he's electrocuted on the third rail. Turns out he was a wanted criminal due to be electrocuted, so fate has intervened.
