A gangster named Grogan is in cahoots with the local law running the town of Westport. When one of the members of the civic league is blown up in his house the remaining members contact Torch and Toro. Torch gets a call from one of Grogan's gang agrees to talk - for a price. They find the man dead when they arrive and narrowly miss being the victims of a time bomb. Torch finds a galley of the local newspaper and realizes the dead man must have been poisoned by the editor, since he is the only civic league member aware of Torch and Toro's plans. When confronted the newspaper editor confesses.
