The Buckies are traveling the country performing a smear campaign to make Captain America look like a bigot by doing campus lawn-burnings and scare tactics on foreigners. They attack the International House at Bernie's college in Madison, WI just before Steve visits her. Bernie and Steve attend a charity concert in Milwaukee where the Super-Patriot speaks to the crowd. Cap confronts the Super-Patriot backstage where their battle ends in a stalemate. An IRS agent figures out that Steve Rogers is Captain America.
