From an observation of the original art: The cover was originally completely drawn by Marie Severin and inked by Frank Giacoia, but Stan apparently did not like how the Asgardian figures looked and asked Jack Kirby to re-draw them, with Syd Shores inking, thus the mixed cover elements.

Having fought the sensational Sub-Mariner to a standstill last ish, a bone-weary...
Loki pulls the Hulk to Asgard to fight his father's forces. The Hulk battles the Warriors Three but in a moment of rare clarity, they discover that the jade giant is not really their enemy and refuse Loki's invitation to finish him off. Angered by his failure, Loki casts the Hulk into a bottomless pit.
