The Shield
Shield; Hangman; a crook (disguised as the Web)
After the Hangman launches rockets bearing the Shield's face, the Shield tracks him down. As the two are battling, a crook disguised as the Web appears and shoots the Hangman. Hangman delivers the crook to prison and disappears while the Shield watches.
