When people in Metropolis start acting like monkeys, Superman tracks the source of the problem to a ray coming from Pluto. Attempting to go to Pluto, Superman ends up in a dimension populated by talking animals where he meets Rodney Rabbit. Rodney tells Superman that on his world citizens are oddly acting like animals too. Charged by mysteriously glowing carrots and wearing a Halloween costume, Rodney joins Superman's investigation as Captain Carrot.

When Superman and Captain Carrot fail to break through the space barrier keeping them from Pluto, Superman disappears and Captain Carrot falls back to Earth and into the arms of Pig-Iron. Together, Captain Carrot and Pig-Iron recruit other new super-heroes and head again for the barrier. They find themselves zapped to Pluto where they discover Superman being held by Starro the Conqueror. Working together, they defeat Starro and declare themselves a new team, The Zoo Crew.

When the Just'a Lotta Animals get sent by Feline Faust to Captain Carrot's universe, they seek out the help of the Zoo Crew to send them home. But before they can figure out how to do that, the Crew's crime-puter alerts the two teams to four emergencies. They split up into smaller teams and find the JLA's villains at each emergency, but they each fade out before they can be captured. So the Zoo Crew and the JLA decide to take the fight to the JLA's home on Earth C-Minus.
