Horizon Is Calling is a complete story in itself, but it is also a companion volume to The New Sun, published in the fall of 1943.

Taro Yashima's struggles in completing the work during wartime, and his thanks to those who have helped him. Naoko Shibusawa states in his foreword to The New Sun (2008 University of Hawai'i Press edition) that Iwamatsu's personal name, sometimes listed as Atsushi, is represented by a character that may also be pronounced as Jun, which was the artist's preferred pronunciation. He took the pseudonym Taro Yashima during World War II to protect his young son Mako who was still in Japan; the parents were students and refugees in the United States. As Taro Yashima he worked against Japanese militarism with the U.S. Army, the Office of War Information (O.W.I.), and the Office of Strategic Services (O.S.S.). He continued to use the name of Taro Yashima professionally for his celebrated children's picture books in the United States.

Taro Yashima visits Kiyoshi, who lives alone on a mountain, caretaking an orange orchard. He left his home and his family because sharecroppers only sank deeper into debt. He wanted to go the city, work for wages, and gain knowledge, but constantly had to spend his savings to help his mother, brother, and sister. To Taro Yashima, Kiyoshi seems to be a saint. As autumn draws on he promises to find someone who can get Kiyoshi a factory job, and hurries home.

Militarists gain power as the nations' old leaders join their bandwagon. They oppose democracy, liberalism, workers' rights, and white people; the murder the liberal leaders and force civilians into paramilitary units, proclaiming that war will crush the animal-like white people and reward the Japanese with lives of luxury. Taro Yashima realizes that he will soon be forced into the military as a private under the militarists. He wants instead to begin his art studies all over again from the fundamentals.

The government drafts large numbers of men for the "holy war" in Manchuria. "Patriotic" crowds rush the homes of draftees, dragging them to nationalistic celebrations of their enlistment. Military police cut short partings at the train, and the trains shake the little house of Taro Yashima's family. At night, unable to sleep, he marvels at how beautiful the body of his baby son is. In the morning the beautiful sunny mountainside fills him with a passion to live.

The Tokko-ka police force, with its Office of Surveillance and Protection of Thought, uses turncoat progressives to entrap those who dislike Japan's militarism. False newspapers, false friends, and sham meetings are used to find those who may be untrustworthy -- though in reality, evidence and factuality are not issues. As the population becomes more terrified, those in power -- including the leaders of Mitsui and Mitsubishi -- are more and more pleased with their own success.

Civilians are constantly assured of victories, but more and more dead are being sent home. Death-in-action letters purporting that the dead cried out for victory as they died are actually mimeographed with names filled into blanks. Taro Yashima hears of the death of his old teacher Mr. Isobe, startled to learn he'd been called up at all. Mr. Isobe had been a national leader in cultural development of children. With him children had great freedom; for them, he would bear any burden. Taro Yashima determines to build a memorial for Mr. Isobe.

Knowing he will be called up soon, Taro Yashima longs to paint a portrait of Kiyoshi. Beginning with exhausting unskilled labor, guided by supervisors and co-workers who see his commitment, his potential, and his love, Kiyoshi comes to understand conditions in the cities, and to qualify as one of the highest skilled workers. He supports his mother in the country, and guides his brother to become the highest achiever at lathe school. Kiyoshi's progress outstrips Taro Yashima's art, and all he can make are a few unsatisfactory sketches.

All shreds of free speech are gone; even admitting to being tired after a hard day can lead to arrest. More and more of the Rest and Nutrition Group are called up, but no news comes back from them. As Taro Yashima visits Kiyoshi before Kiyoshi's regiment ships out, he sees a sergeant and a major publicly acknowledge the fate that awaits them. Kiyoshi says he has kept his house in the village so that the villagers will have it when they need to fight for themselves. Both long for each to live as they grasp each other's hands and say farewell.

Taro Yahima's young son Mako makes faster progress in art than his father does. With war propaganda constantly inundating Japan, Mako's drawings often relate to war. But he adds potted plants to comfort wounded soldiers; fears that soldiers in China feel lonely; is sure the butterflies and grownups care for the Chinese children who have lost their parents. He sketches Kiyoshi, tries to write to children in other countries, and dreams of his own future.

Taro Yashima is delighted to meet the great artists (European and Japanese) in art books. But slowly the progressive pessimism of Van Gogh overcomes him as well. As Taro Yashima studies Van Gogh's painting of the hill where he later killed himself, the crows in the painting seem to call to him too. But Toba Sojo speaks from the eleventh century, reminding the young man that all of HIS works were done after the age of 75. "Pessimism is the worst thing in the world."

Taro Yashima returns to his home village in order to paint the sea. He visits the grave of his father, and of an older sister who died in infancy, reminding him of his father's conviction that all men are equal. In the village beyond are many black flags for war deaths, contrasting with the farmers' long-ago celebrations for the births of those sons. As he paints his first canvas an idea stirs of escaping his own country, of studying art beyond the sea. The ocean had no barrier. The horizon was calling.
