After all the Fred Harman newspaper stories had been reprinted in the Red Ryder comic book, the new stories in the book were ghosted by several artists. One was John Hampton, and the art here is much similar to his Kiyotee Kid story in #40, except for the heavy inking.

The mountains and clouds are identical to them in #89, same series, so this could be Lignante. He is credited to Red Ryder in Jerry Bails' Who's Who.

Fred Harman used ghost writers and artists on most in the comic books, but he is supposed to have done some features himself, like the script on Wigwam Ways and this one. Info "Comics of the American West" by Maurice Horn.

Notice the teacher has a very big head compared to her body, and the kid Buck on page 2 has two round circles as eyes. This might be clues to the artist.
