First Line: Hey!
Synopsis: Cobra is dropping leaflets all over Nanzhao, telling the people to evacuate. They are also dropping equipment and soldiers. They move to attack the refuges, and the Joes move in to stop them. The forces attack. Command tries to figure out Cobra's strategy. Storm Shadow rallies the Red Ninjas to attack Snake Eyes.
