Synopsis: Simon Drago asserts he owns the whole ocean, by right of a document two thousand years old, and charges tolls for all who want to cross it, fish in it, descend in a bathysphere, or go pearl diving. Eventually Aquaman summons Drago to an underwater court, where the document dissolves in salt water. The Romans, Aquaman declares, only used parchment, which is resistant to salt water.
