Synopsis:
As the 1947 gang war between the forces of Lips Manlis and “Big Boy” Caprice heats up with killings suffered on both sides, matters are further complicated by the apparent disappearance of Manlis. “Big Boy” orders Itchy to find his missing mobster rival. Dick Tracy and Pat Patton (now deputized) raid the Manlis gang and all are nearly killed by a bomb planted by Pruneface. As the bomb explodes, Tracy has another momentary WWII flashback. Tess Trueheart goes undercover and learns why her father was killed. Tracy and Patton track Pruneface smack into an encounter with “Big Boy” and Flattop.

A newspaper article hammered-out by Tess Trueheart supplies our story title "CITY AT WAR!", with all letters capitalized at it would appear as a front-page headline.
While on the trail of Pruneface, Pat Patton's unofficial "deputized" status serves Tracy well as seen in his info-seeking exchange with Itchy:
ITCHY: "You wanna know where Pruneface is? Gotta do better than a banana-lookin' cop and his bum friend."
("Banana-lookin' cop" is Itchy's reference to Tracy's trademark yellow coat and hat.)
TRACY: "You're right, Itchy. I AM a cop. -- But my friend isn't."
At which Patton slams Itchy with a gut punch, takes him by the scruff of the neck, and hangs him out a high window - a la Batman.
