Part One of Three.

According to Felix expert and historian David Gerstein, author of "Nine Lives to Live a Classic Felix Celebration by Otto Messmer" (1996, Fantagraphics Books), Messmer did some pencil art during the Harvey run - but with different inkers, so his work here less reflects his more classic works of the newspaper strip and the Dell and Toby Press comics. Per indexer's personal conversation with David Gerstein (2022).

A reworking of several of the elements of a longer story titled "Felix the Cat Dupes Jupiter" in Felix the Cat Winter Annual (Toby, 1954 Series) #2 (Winter 1954), which was reformatted from an original Otto Messmer Felix newspaper strip continuity of the 1930s.

Felix has literally turned blue from the Antarctic cold and, as a result, the two oddball scientists don't recognize him as the black cat who saved their lives in Part One - and summarily dismiss him. Running afoul of the scientists' sled dog, Felix eventually ends up in a "home-made igloo".

Felix is abandoned at the South Pole by the two oddball scientists and left to face the (presumably also-abandoned) angry sled dog from Part Two, a polar bear, and a pack of wolves. Felix unknowingly gets revenge on the scientists by inadvertently ruining their project.
