In The Flash, (DC, 1959 series) #219 (Dec 1972 - Jan 1973), he was briefly referred to as Joe Scudder. Both later stories scripted by Cary Bates.

Synopsis:
Escaped criminal Mark Mardon reaches his brother Clyde's house to lie low, however, on entering finds his brother dead. He then uses Clyde's notes on weather control for crime and assumes the identity of The Weather Wizard.

Grodd, the Super-Gorilla has seemingly died in Gorilla City, in reality he has found a way to take over the mind of a human being (William Dawson). As Dawson, he invents a gun which causes The Flash to absorb vast amounts of moisture from the air, bulking him up to 1000 pounds in weight.
