In Harlem, the Falcon is on the run after being framed for killing a member of the Diamond Heads, an anti-white hate group. Captain America and the Falcon defeat Diamond Head, the leader of the group, and find out that he is Rocky the Lynx, one of the Maggia's top lieutenants. The Maggia was hoping to use the Diamond Heads to cause so much trouble that they could easily take over Harlem.

Modok creates the Bulldozer robot and sends it to Harlem to tear down the slums in order to gain the residents' favor while discrediting Captain America. Cap and the Falcon defeat the Bulldozer and Modok. After the battle, Cap takes on the Falcon as his partner.
