Krang is revealed as Viper's partner in the reformation of the Serpent Squad. The Falcon encounters Roscoe, who is looking for Steve Rogers to train him as the new Captain America.

The Red Skull reveals that Sam Wilson was, in reality, a criminal named "Snap" Wilson. Wilson crashed on the Island of Exiles while attempting to steal a planeload of contraband from his boss. Seeing an opportunity to defeat Captain America using a sleeper agent, the Red Skull used the Cosmic Cube to give Wilson a new personality, a new set of memories, and a superhuman link with Redwing. The Red Skull attempt to use the mind-controlled Falcon to kill Captain America, but Gabe Jones and Peggy Carter manage to call in S.H.I.E.L.D. reinforcements to attack the Red Skull's headquarters.

Sam is found guilty of the charges but is given a suspended sentenced and released on parole under the supervision of Nick Fury.
