Endowed by Dr. Morgan with the power to control heat and fire…
Thinking Dr. Skull dead, but bewildered by the fact that Skull's body has not been found, Blazer contacts Dr. Morgan by Visophone, who introduces him to his niece. Just then, the image is disrupted and screams are heard. Blazer sets out for Washington to save him, but discovers an invading forces dropping bombs on the Capitol, and seeks to deal with them while Skull captures the doctor and niece, and his Heat Control formula. Blazer manages to save them and Skull apparently dies.

Bob Benton takes up the bloody gauntlet of Fascism...
Bob and Tim are in North Africa making a chemical investigation for the Office of Economic Warfare, when a large red mass falls from the sky, destroying a battleship, the first of six targets in the United States. Bob deals with Nazi agents on the scene and captures their target indicator, which directs these deadly masses. Following up several leads, the Terror and Tim track down the evil genius and followers, destroying them and their weapon of destruction.

Lucifer then frees his evil minions and together all go forth to commit dastardly deeds. By a quirk of fate, Lucifer and his followers trap themselves in a grave of cement.
