Synopsis: Stephanie Brown se topa con una reunión de mentes criminales organizada por su padre y se ve obligada a huir para salvar su vida. Batman despierta a Penguin en un esfuerzo por controlar a Falcone, pero descubre que Penguin está fuera del circuito. Falcone, a través del alcalde Sebastian Hady, da el visto bueno para que el comisionado interino sea el mayor Forbes, quien luego convierte a Batman en el único foco del DPGC. Falcone continúa abriéndose camino hacia Gotham sacando los escondites de armas de Penguin, lo que a su vez estimula a Penguin a prepararse para la guerra contra Falcone.
