In an abandoned whaling station on the Northwest Peninsula of Devon Island lives a man as cold and unforgiving as the Arctic itself... Army Shanks
Army Shanks plans to abandon Canada and the Arctic with a one-way trip to the other pole, but stops to rescue a teen-aged girl under attack on the docks. Meanwhile, Captain Sztab brings his huge Siberian vessel into Canadian waters, hoping to go unnoticed for as long as possible. Barty tells school children about the High Arctic League (HAL), comprised of representatives from the seven nations bordering the Arctic Ocean.

Captured by Captain Sztab, Army Shanks fights his way free, seizing the captain's wife; he insists that he knew her as Pravda, when they were both in an orphanage. He discovers that Sztab's mystery ship does indeed carry a space rocket. Wendy, lost in the barrens, is rescued and carried to what she soon discovers is in fact a rocket base.

I'm telling you this rocket is huge -- as tall as a Baffin bark from sheathing to truck!
As Molniya insists that she be returned to her ship, Arluk and Barty are unsure how much to trust the erratic Shanks's report of the rocket. Ambassadors gather, the RCAN lays plans, and Siberian commandos land, while Wendy Byrd is introduced to the secret Canadian rocket base.

Molniya insists, despite Shanks's insistence, that she was not the orphan girl Pravda. Siberian commandos break Molniya away from Shanks and the Canadians. Wendy reaches an accommodation that allows her to stay at the rocket base. The High Arctic League ambassadors conclude that Sztab has gone rogue, even as Sztab initiates contact with them.

There, that should do it.
Captain Sztab informs the ambassadors that he is about to launch a rocket on a for-profit venture to obtain a lunar element that will solve the world's energy problems. Certain that Sztab is covering up for a planned attack, Barty dynamites the empty High Arctic League headquarters, intending to sacrifice himself and blame it on Stzab, so that Canada will have a justification to board Sztab's ship. But it appears that Shanks, Arluk, and Molniya are in the headquarters too.

After the blast, Molniya tells Shanks that she is beginning to remember her life as Pravda. Shanks, Arluk, the HAL ambassadors, and others try to find an exit from the bunker into which they've been blasted shut. Wendy's presence destablizes the two-man launch base in Crater XV.

The commandos rush Molniya back to her husband's ship, but she surreptitiously hinders their flight, hoping that Army will catch up. Drake Matter explains to Wendy that Crater XV... and the whole Canadian Arctic Space Agency... had been deactivated years before, but that Richter still believes the program is carrying on.

Army Shanks frees Molniya from the commandos as the HAL ambassadors work out the fact that Sztab's lunar mission may give him a legal claim to the moon. Richter Front re-establishes contact with Ken Arluk. This fits in with Arluk's inspiration to thwart Sztab: regather the Canadian Arctic Space Agency personnel, reactivate Crater XV, and launch a Canadian mission to the moon.

As Arluk reconstitutes the space program, Army Shanks takes Molniya to the orphanage where he and Pravda met as children. Memories seem to come back to her as he retrieves a hidden necklace he had made for her long ago.

As Sztab grieves that Molniya has deserted him, Army aborts his plan to leave with Molniya when he discovers that Wendy has been lost in the Barrens. As they search for her, and as preparations to launch are ramped up, Wendy and the ground control crew are informed that this will be a one-way mission; neither of the astronauts will survive.

RCAN
As Barty and Stwalley search for Sztab's motive, Army Shanks shares memories of the orphanage with Molniya. Molniya attempts a mediumistic search for Wendy, which will only work if Wendy's dead. Richter slowly realizes that even though launch preparations are actually under way, RCAN has been defunct for years. Sztab's crew are almost ready to begin secretly extracting oil (the true purpose of their mission after all), but get no help from Sztab, despondent over the loss of Molniya and the death of his dreams of space.

Arluk and his men prepare for the morrow's launch. Sztab, having learned of the launch, abandons his ship and strikes out for Crater XV. Richter Front, at last cognizant of the long years of deception, walks away from the mission. Army Shanks finally recognizes that the woman Molniya is not the long-lost child Pravda, even as Molniya reads her own mediumistic message: "Stop lying to him."

As Army and Sztab battle in the shadow of the rocket, the American air force destroys the rocket so as to block the Canadian mission. Molniya reveals that she had pretended to be Pravda in order to protect her husband. Even though she had fallen in love with being Pravda, she remains true to Sztab. Arluk reveals that the destroyed rocket was actually a decoy, and blasts the real rocket into space.

Four days later...
With the Canadian mission safely landed on the moon Ken Arluk resigns his position with the High Arctic League, and is replaced by Barty Redgrave. Army Shanks scours the extensive orphanage cemetery until he finds, and hangs the necklace on, the grave marker of Pravda -- dead at the age of seven.
