In the shadow of Obergabelhorn near the Italian border of Switzerland...
In Switzerland the Baroness gets full plastic surgery reconstruction and a new costume as Major Bludd attempts to blackmail Cobra Commander for his role in the Baroness's 'accident' and Destro's failed assassination (issue 16). The Joes have Bludd on surveillance as the Commander appears, and a wild chase ensues. The Joes lose Bludd, but gain a captured Commander instead.

Probably due to the dual inkers, Roadblock's mustache appears and disappears throughout the issue. Letters typo also states Hawk as Hank in one sequence.

The Joes secure the Commander atop a desolate mountain location, but Cobra arrives to rescue him led by Storm Shadow. The Commander escapes, but Storm shadow's captured, as we see the other Cobra hierarchy with new members Firefly and Wild Weasel contacting their new ally Zartan in Florida's swampland.

The S.H.A.R.C. [Submersible High-speed Attack and Reconnaissance Craft] is drawn like the cartoon counterpart's first appearance in the first tv miniseries (1983- M.A.S.S. device) for this issue in its first appearance. Of other note: when this issue was transcribed into an animated commercial ad for tv, the correct toy model was used instead which would be featured in later Joe issues as well as in the toy commercial for both the SHARC and Cobra Water Moccasin vehicle.
