Green Lantern decides to pick Doiby's brain as to how to raise his share of the money. Later, a man named Doon enters Doiby's cab, followed by people trying to kidnap him, and Doiby is taken prisoner. The man claims to be a wealthy individual who would gladly donate $100,000 to G.L. providing he is rescued. He is rescued, but then goes batty. Asylum attendants taken him into custody as Green Lantern turns over the thugs to the Police. Suddenly, the sane brother of Doon appears and writes a check for the $100,000, and the Emerald Crusader breathes a sigh of relief.

Later, a phony Atom and Sandman threaten Hotfist and his gang, and Johnny is hired to deal with the phony JSA'ers. The T-Bolt saves the day, but Johnny gets not one penny from Hotfist.

The three are also given an "official" thanks from the JSA members for their help.

Dr. McNider hears on the radio that a former city official has escaped from a mental institution and has a fear of light. Dr. Mid-Nite captures the official, binds him and takes a blood sample, indicating a rare blood disease found in apes! He goes to see a Professor Able, who has discovered a cure for the disease, and also finds a vial of the antidote. He brings the city official back to sanity, but then runs across two criminals in the employ of a Dr. Elba. Capturing both, the Man of Night is suddenly struck from behind by Dr. Elba and would have been shot to death had not Hooty intervened.

Al Pratt, working at a jewelry store, is visited by a man who tries to sell a jewel worth a fortune, but is arrested for selling a stolen gem. Later, an "attorney" threatens to sue to for false arrest, but will agree to a $1000 settlement out of court. Al smells a rat, follows the lawyer back to his office and confronts the two. A fight ensues, Brent is driven insane by a drug-laden wooden sliver, then Atom gives the man the antidote. Atom rounds up the rest of the gang, then discovers a note to the gang to see Dr. Elba for more insanity serum, and sets out to track down the evil doctor.

It seems that they go to conventions and take compromising pictures of gentlemen there, then sells them back to those men at ridiculously high prices. Sandman then tracks down the other people involved in the scheme and turns them over to the Police.

Billy discovers a trunk of money in an abandoned house, and hurries to tell his father when he runs in front of Ted Knight's car. The lad is saved and tells Knight and Doris about the trunk. Starman takes the boy back to the house just as several criminals are peering into the trunk's contents. He plows into them and all escape but one who is injected with the insanity serum. After injecting the antidote to the thug, Starman learns that his gang was forging phony letters to hurt the chances of a person running for Governor. Starman then captures the gang and heads out to find Dr. Elba.

Hawkman arrives to the location of his insane witness and injects him with Solution K. The man relates that he is a part of a gang which studies newspaper clippings in order to dig up some dirt on people with money that they could blackmail. During the initial confrontation with the gang, Hawkgirl is stunned by radio-controlled lightning. Hawkman rescues her just in time, being aided by his hawks, then he takes care of the two blackmailers.

The Ghostly Guardian visits the State hospital to inject his witness, Louis Scaloni, only to discover that the man is missing. Reverting to his Jim Corrigan identity, he visits gang "Boss" Williams to discover Scaloni's whereabouts, and is knocked out. When he recovers, he is shown Scaloni in the basement, now totally insane, so that he couldn't go to the cops about Boss Williams. Spectre then injects Scaloni with Solution K and rounds up the entire gang of Boss Williams.

Hop decides to attend an air stunt show, put on by a guy billing himself as The Super Duper Man, who could out-do any JSA member living! The plane goes into a dive and can't pull up, and Superman saves the plane and pilot, Tank Tinker! Hop agrees to test the plane himself with Tank, who bails out at 5,000 feet, saved by the Flash! Tank goes up again, bailing out at 2000 feet with wings attached to his back. A wing loosened but he was saved by Hawkman, and together they glided down for a safely. Upon reaching the reviewing stand, Tank was awarded the prize of $50,000 for completing the stunts.

Hypo in hand, Johnny heads out for the house where an insane man was left, telling the Thunderbolt to butt out of this case. Unfortunately for Johnny, when he arrives at the house, he is confronted by a pair of thugs, who beat him up and throw him in with the crazed man. Fortunately, the T-Bolt shows up with the Solution K, and it's successfully injected. Johnny discovers the man was not a crook, but someone who was about to turn in the crooks to the D.A. for selling colored sand as cement to construction companies. The crooks are rounded up, but Dr. Elba shows up and knocks out brother John.

As Dr. Elba is about to inject Johnny with the insanity serum, the Thunderbolt arrives with the JSA members. As the JSA approaches Elba, the lights go out and Elba disappears. Dr. Mid-Nite approaches a man in the shadows, believing him to be the missing Professor Able, and, as that man beckons the Man of Night closer, he suddenly tells him that he is BOTH Able and Elba, and attempts to jab Mid-Nite with a hypo of insanity serum. However, Elba injects himself accidentally, and falls out a window to his death.

Captain Steve Trevor crashes on Paradise Island and is nursed back to health, and has to be returned to the U.S. Queen Hippolyte's daughter has fallen in love with him, so the Queen tells her Diana the story of the Amazons and how she must not leave the island, lest she lose her eternal life. She uses the Magic Sphere to show how Trevor crashed on Paradise Island, but refuses to allow Diana to return the Captain to the U.S., so she holds a contest to select the suitable Amazon to do the chore. Diana, in disguise, wins the contest, and is allowed the return the Captain home.

The FBI Chief in Washington greets the JSA members and thanks them for dealing with the 5th Columnists (back in All-Star Comics #4). However, he tells the members that our own hemisphere is being threatened by saboteurs and spies, particularly in Central and South America, who are aiming at controlling the "Southern Pacific" of Mexico, a vital supply-link railroad, as well as fomenting revolution inside friendly governments there. He gives each member an assignment in a nation located there to combat these issues at hand.

The Ghostly Guardian arrives in Argentina to deal with Fifth Columnist activity concerning the disappearance of Army planes, and spots an "octopus of the air" machine causing the trouble. While its pilots commit suicide, the real leader has been captured and is in custody. Jim Corrigan and the Argentine Chief of Police take the villain toward a prison when other enemy agents intercept them. The Spectre makes short work of the octopus planes and captures the spies.

He discovers that his ideas were wrong, so he goes out for a moonlight walk with Daisy. After cleaning up a group of criminals, Hawkman, Dr. Mid-Nite and Sandman are informed by Professor Everson that the scientific community is endeavoring to find a way to protect America from aerial attack. Hawkman sends Big Red out to fetch the other members, and they sit down to dinner with Everson, who casually mentions to Johnny that he has perfected a time ray, and he has used it successfully. At Johnny's suggestion, the members will travel 500 years into the future to try and secure the bomb defense formula, while honorary members Flash and Green Lantern will protect the scientists.

Hawkman arrives in the year 2442 and cornered by the local police who believe that he is a Martian highwayman or insane, but not the fabled Hawkman of years past. He is imprisoned, but with the help of his Nth metal, escapes from jail and heads for the National Televisabrary, where he to discover information on the formula he seeks. He asks the automated system about the formula and the speaker gives him the location of each part of the formula, then heads out to find the first part, secures it and makes ready to hand the other locations off to members as they pass through his time period.

Sandman arrives overlooking a glass-domed city, and quickly disguises himself as a workman to avoid detection, and takes an elevator down to the underground area where he pulls out his wirepoon to shoot across an open area to a stalagmite where the Chamber of the Manuscripts is located, housing the formula. A fellow worker sees this, and, believing this guy has stolen the wirepoon from a museum, sounds the alarm. But Sandman writes down the formula, then makes good his escape from an army of flying workmen.

The Atom meanwhile crosses the Atlantic Ocean and up to a majestic, massive city, towering upon snow-capped peaks where he finds a race of giants. He is captured and put into a birdcage, but he notes a mountain eagle in another cage and uses the bird language taught to him by Hawkman to communicate with it. The bird helps him escape and flies him to a cave where the formula is hidden, which is quickly written down. Atom is discovered and must fight his way clear in order to return his part of the formula to 1942.

As Starman arrives at his destination, he is startled to see a city built on trees, his gravity rod is snatched from his hands by a magnetic ray and he is taken prisoner and is placed in a hanging glass sphere by several men. The Man of Light swings the sphere against a rock wall, it breaks and he lands on a giant spring in the valley below, vaulting him through the window of a manuscript room containing the formula he seeks. He copies the formula and then makes his escape back to 1942.

Arriving on the planet Ultima, sees an inhabited floating island. Landing, he reverts to his Corrigan identity, and boards a rocket ship for Ultima. Criminals on board shoot him and dump his body into space, then he reverts to the Spectre and races on ahead to the planet. As Corrigan, he then visits the High Savant of Ultima, who is told of the criminals coming. The Savant agrees to help him get the formula if the criminals show up. When they do, "Savant" (actually Spectre) is shot down while the real Savant watches, and the Spectre mops up the crooks and gets his part of the formula.
