Since Fred Harman used ghost artists on the Red Ryder comic book, this one could be by John Hampton. The horses seems very similar to some in a Gene Autry Whitman book. The heavy inking may be an imitation of Fred Harmon. He is credited to Red Ryder in Jerry Bails' in Who's Who.

The long whip in Little Beaver's hand hissed like a snake.
LB masters the blacksnake whip; he shows off for Po-ko with tin cans. He spots a chicken thief and drives him off using the whip. Later, hunting with Po-ko, he snaps the whip at a bit of fur he takes for a squirrel's tail. Mistake! Cougar! They retreat into the river onto a large rock twenty feet from shore. Time passes. The angry cougar keeps watch, catches a fish, leaves. LB declares next time he'll pop the cougar on the nose.

Slowly, in amateurish Morse code, Ted Lucas taps hopefully on the little cabin in the heart of the outlaw camp.
Ted, fixed up like an Indian, contacts imprisoned Chet, lures Dobie out, slugs him unconscious. Chet imitates Dobie to assuage Selden's concerns. Ted rigs the rope, lowers Chet from the cliff's edge, then himself, and carries Chet (wounded from the pistol whippings) to the horses. With the Kiyotee signal howl Ted gathers Sandy and Billy, says Chet is hidden at the wolf-den hide-out, tasks Sandy to bring Chet grub and medicine while Ted grabs rest. Billy shows Ted Doc's paper trying to stir up the governor about Robbers' Roost. Ted thinks it'll incite Selden and gang to shoot up the town.
