Iron Man stops Justin Hammer's minions, Blizzard, Melter and Whiplash, from stealing money from an Atlantic City casino. Later, Iron Man represents Stark International at a signing ceremony at the United Nations to let the company build an electronics plant in the country of Carnelia. John Gunther said it best with the title of his most famous work:
Tony Stark turns the Iron Man armor over to the authorities and goes on an alcohol bender. Without the armor, Tony Stark asks Captain America for a crash course in self-defense. Stark later asks Scott Lang, working at the Stark International research annex, for info on Rykers Island. Scott offers instead to personally help, and secretly as Ant-Man, infiltrates Whiplash's cell and gets information on Justin Hammer. Using the info, Stark and Rhodes fly to Monaco to find Hammer and are quickly attacked by Hammer's forces.

Dateline: Monaco, an uneasy aftermath...
Tony Stark is captured and taken to Justin Hammer's floating compound. He learns that Hammer had been causing the malfunctions to the Iron Man armor, including the one that killed the Carnelian ambassador. Hammer discredited Stark International in order to win the Carnelian contract. Stark escapes his room and acquires the alternate set of armor he brought with him. As Iron Man, he gets ready to battle the dozen super-villains in Hammer's employ.

Iron Man is acquitted of the murder of the Carnelian ambassador but many people still consider him a murderer. A dejected Tony Stark turns to alcohol and Jarvis resigns after Stark drunkenly yells at him.
